AB 121 Literacy Planning Checklist
As California school and district teams evaluate how to use Student Support and Professional Development Grant funds, some key considerations can guide their discussions. This checklist details issues to think about when examining options for this funding.
Created through Assembly Bill (AB) 121, the grant supports professional learning aligned to the California English Language Arts (ELA)/English Language Development (ELD) Framework. It presents an opportunity to build more cohesive, inclusive literacy systems that meet the needs of all students.
The following are issues to consider when evaluating opportunities for using Student Support and Professional Development Grant funds to strengthen literacy learning:
Do our professional learning plans explicitly reference the California ELA/ELD Framework and California Literacy Roadmap—and support implementation of evidence-based, standards-aligned instruction?
Is our professional learning grounded in the science of reading, supported by peer-reviewed research, and aligned to evidence-based instructional practices?
Does our plan include high-quality professional learning that models effective instruction, builds educator understanding, and supports application to classroom practice?
Is there a multi-year plan to build teacher capacity through sustained, job-embedded professional learning, not one-time workshops?
The checklist also includes guidance for using the resource to assist with planning, and it offers tips for moving from discussions to facilitation.
