Systems-Level Checklist for District Literacy Leaders

Only 33% of U.S. fourth grade students are reading at or above grade level, placing increasing pressure on district leaders to ensure students develop strong foundational literacy skills before critical learning gaps take hold.

But improving literacy outcomes isn’t just a matter of strengthening classroom instruction. Early literacy is a systems-level responsibility, and while many administrators have invested in a range of tools and initiatives, results often remain uneven.

For district leaders managing complex systems and competing priorities, it can be difficult to determine what’s working, where breakdowns are occurring, and what should be prioritized next.

This checklist is designed to help leaders step back and stress test their current literacy strategy. It provides a structured way to evaluate whether systems are coherent, aligned, and positioned to deliver consistent results across schools and student groups—or whether they need some refinements.
