Learning Recovery Emergency Block Grant
Timeline: School Year 2022-2023 to School Year 2027-2028 (one-time funds)
Grade Levels: K–12
Eligible Lexia Solutions: Core5, PowerUp, Lexia English
The Learning Recovery Emergency Block Grant is designed to support additional learning time by increasing student access to accelerated instruction and increasing the minutes provided during the school year, summer school, and/or intersessional instructional programs. Funds may be used for accelerating progress to close learning gaps through learning supports, such as small-group learning and learning recovery programs focused on accelerating academic and/or English language proficiency.
Expanded Learning Opportunities Program (ELO-P)
Timeline: Appropriated annually until at least School Year 2025-2026
Grade Levels: TK–6; 7–12 possible if nine-hour requirement is met for TK–6
Eligible Lexia Solutions: Core5, PowerUp, Lexia English
All Local Education Agencies (LEAs) that serve grades TK–6 will receive ELO-P funding and must operate an after-school program that, when combined with the normal instructional day, meets a minimum of nine instructional hours. If that requirement is met for students in grades TK–6, ELO-P funding can be used for grades 7–12.
After-School Education and Safety Program (ASES)
Timeline: July 1, 2025-2028 (annual renewable grant awarded on a three-year cycle)
Grade Levels: TK–9
Eligible Lexia Solutions: Core5, PowerUp, Lexia English
The ASES Program funds local, after-school education and enrichment programs. Funds may be used to create expanded learning programs that provide academic and literacy support for students in grades TK–9. Funding is directly appropriated to elementary or middle schools.

Educator Effectiveness Block Grant (EEF)
Timeline: 2021–2026
Grade Levels: TK–12
Eligible Lexia Solutions: Lexia LETRS, Aspire
The Educator Effectiveness Grant provides funds to county offices of education, school districts, charter schools, and state special schools to support professional learning and promote educator equity, quality, and effectiveness. Educator Effectiveness funds can be expended for programs that lead to effective, standards-aligned instruction and improve instruction in literacy.
California Literacy Coaches and Reading Specialists (LCRS) Grant Program
Timeline: Funds may be expended during the 2023–2024, 2024–2025, 2025–2026, 2026–2027, and 2027–2028 fiscal years
Grade Levels: K–3
Eligible Lexia Solutions: Core5, Lexia LETRS, Lexia English
The California Department of Education has awarded the Literacy Coaches and Reading Specialists Grant to eligible school sites for the purposes of:
- Developing school literacy programs
- Employing and training literacy coaches as well as reading and literacy specialists
- Developing and implementing interventions for students in need of targeted literacy support
Student Support and Professional Development Discretionary Block Grant (SSPDBG) (AB121)
Timeline: Funds must be expended by June 30, 2029
Grade Levels: TK–12
Eligible Lexia Solutions: Lexia LETRS, Aspire
The funds from the Student Support and Professional Development Discretionary Block Grant (SSPDBG) under California AB 121 can be used for a wide range of discretionary purposes. Local Education Agencies (LEAs) are encouraged, but not required, to use the funds to:
- Provide standards-aligned professional development for teachers on the English Language Arts/English Language Development Framework and the Literacy Roadmap, including strategies to support literacy for English learners.
- Provide standards-aligned professional development for teachers on the Mathematics Framework for California Public Schools.
- Develop and expand teacher recruitment and retention strategies.
- Expand career pathways and dual-enrollment efforts consistent with the Master Plan for Career Education.
- Address rising costs.
