Closing the Implementation Gap: Making Illinois’ Literacy Plan Work Locally
The Illinois Comprehensive Literacy Plan provides district leaders with a framework for evidence-based instruction but leaves implementation decisions to local leaders. While school leaders get access to a literacy plan template, curriculum evaluation tools, coaching guidance, and free professional learning, they must find ways to fit these resources into their own schedules and staffing plans.
The plan provides administrators with a shared vision and evaluation tools, but it does not provide a complete implementation system. Local leaders must still decide:
Which practices and materials need to change
How professional learning will fit into existing schedules
Who will provide coaching, modeling and feedback
How will literacy work align with other district initiatives
Which student and implementation data teams will review
How will progress be sustained after initial training ends

Many agreed that different initiatives compete for staff time.
