New York district leaders are implementing the state’s evidence-based literacy requirements under Education Law §818, including annual verification that pre-K–3 curriculum and instructional practices align with the science of reading. During the 2025–2026 school year, about 84,600 pre-K–5 students across 497 schools in New York used the Core5 program. For the 15,942 students who used the online components with fidelity, they logged an average of 71 minutes a week for 30 weeks and mastered an average of 20 skills, covering approximately four program levels.

New York student performance speaks for itself:

• 80% of students were working on material in or above grade level by year’s end (nearly doubling from 41% at the start of the year)
• The percentage of students working below grade level dropped from 59% to 20%, greatly reducing their risk for reading failure
• 47% of New York students achieved their end-of-year, grade-level benchmark
