According to the 2005 National Assessment of Educational Progress, 71% of 8th graders cannot read proficiently. These statistics further indicate that many middle and high school students would benefit from remediation reading instruction. Intervention at the elementary level simply does not reach all the children who need it.
Unfortunately, at the secondary level, very little emphasis is placed on phonics and word attack skills, which provide the building blocks for reading fluency and comprehension.
